I'll probably end up taking the advice of a local (very competitive) FD driver and use 90s era 300zx 16x7.5's with 22-50-16 street tires for now. You are right, seat time is by far the most important part of autocross competitiveness.

For an NA running in CSP I would recommend the smallest diameter rims that fit over the brakes. Would 14" wheels fit? Then go as wide as you can. With a stiff enough suspension you can probably get 8" or 9" wheels in front and probably wider in back.
On a budget I would suggest AGX shocks and GC springs plus the other stuff people have mentioned.
