12a Rebuild And Port

i'm about to start a project with an 82 with a working motor and tranny. the motor appears to run fine, smokes a bit on warm up, but then stops. hopefully there shouldn't be any suprises when i take it apart. anyways, i'm posting because this is my first rebuild, and i'm not really sure of the best place to buy quality replacement parts at a low price for the 12a. i'm on a budget of about $1500 for the whole project. and the car itself is costing me $200. so i want to rebuild the engine, strengthen it as much as my budget will allow, and port it. eventualy i want to turbo it, but thats not going to be for a while.
i would like to know what people have done and the results they had, a place to get good parts on the cheap, and just any advice/warning/criticism would be welcomed and appreciated. thank you

when i say it stops, i meant, it "stops smoking", not "stops running". just thought that might cause confusion and decided to clear it up right away.
i also mentioned that i want to port it, but then i want to turbo it later. and based on what i've read, i gather (and i could be wrong here) that there are ports that are better for N/A applications than for turbo applications, and then there are ports that are better for turbo application, but not as good for N/A applications. is this true? and if so, is there some "middle of the road" type of port that would best suit me?
