The check valve is required for the Turbo Control Actuator to close quickly. It allows pressure into the pressure tank, but not out. This tank provides pressure to the TCA at transition at the same time vacuum is provided to the TCA that when combined quickly slam the Turbo Control Valve shut. Without the check valve you will have a sluggish transition and a slow build of boost on the second turbo.
