Yes, make sure you change every hose, the coolant overflow tank, junk the stock AST and get an aluminum one, new caps, thermostat, and since you already have a new water pump change that also. IF it still persists, then yes it's time to rebuild. If you want to hold off on the rebuild you can use CRW block weld. People have had great success with this. It's just a band aid and there to get you by until you have the funds to have the motor rebuilt. Also is there any oil in your coolant? Good luck, I'am in the exact same position as you. I'am still changing parts out before I drop 2.5k on a rebuilt motor. Good luck.
