Ok I have all the vacuum hoses hooked up and the car has good charge. I can get it to start, but only giving it throttle or close to full throttle. Could it be the Spark plugs, the computer, or what? Its a all stock JDM 13B turbo.

Over near the battery on the right hand side, there is a single green test plug, that plug needs to be grounded to the chassis. Afterwords turn the ignition key on but don't start the car. The check engine light will blink in a configuration of longs and shorts, kinda like morse code.
There is also a brief pause between codes (odds are there may be more than one system having problems) once you get the codes out of it you can doule check them here or on a site that hosts a copy of the factory service manual (FSM for short) of your specific year car.
Your 90 and my 89 are similar, my manual will be close enough if you can't source one elsewhere.
