There's bringing it up to adequate grounds, not really upgrading

If you removed the cat, you have lost the backpressure that went through the split air pipe that activates the tertiary ports. Gut the cat, reinstall it and see if they operate. Be careful not to damage the metal tube inside the cat.
The pistons on the port actuators should move easily by hand, when still connected to the lever that rotates the port sleeves. If they do not move easily, the actuators are bad or the sleeves are sticking due to carbon build up. The later is more likely. You might want to try the ATF, water or Seafoam trick, but induce the liquid into the engine, while it is running, through one of the vacuum lines.

That's what I meant. Of course I added more grounds when I did mine. Custom all the way!
