Electrical problems

Okay I have a problem I found that my windsheild wipers did not work on my new 86 seven. Okay while was under the hood I found a wire harness that was not plugged in after I plugged this in the wipers came on thinking that I left the switch on I ran to turn it off but it was not on . No change no matter which way I turned it either.?any ideas.?

Sounds like your switch is no good, and the previous owner used to go under the hood to hook them up when it rained.
