I've never actually done this, and when mine used to work they worked when parked, but it couldn't hurt to give it a try.
Tha is what my dad was saying that they might only open when in gear/ driving. As soon as I can get the car on the road, I will try that. But that wont be for another 3 months or so.

i had the same problem with the frozen actuators so i just pulled the sleeves out that the actuators operate........yea i lost some low end grunt but the top end feels alot better its all prefence in what you want
