rats nest removal question

ive done a rats nest removal before and the car i bought recently had it done when i bought it. but i noticed that instead putting a T on the vacuum lines from leading ond trailing vacuum things on the side of the dizzy and running it to the carb, they have run one of them(the one more towards the drivers side) to the carb and capped the other one. is this correct? And what is the function of these vacuum lines?

The ignition timing has a vac advance... meaning it reads vaccum to determine if it needs to adjust timing or not..



I think either way would be ok, but I'm not 100% ... so i'll let somebody else back me up here.
