It's supposed to be open at all times. The only time it closes is during deceleration.
On my Nikki the fuel is 1/2 way up the window. Runs 7000rpm all day.
Didn't you say it runs fine with the choke on? Did you allow it to fully warm up?
The fuel cut solenoid should have power to it when the ignition is turned on.
If it does, try taking a jumper wire, with the engine off, unplug the fuel cut solenoid
and jumper it to the + terminal on the battery. You should hear a clicking noise
in the carb. If not, remove it and check for free movement if the needle.
If needle moves freely, then replace the solenoid.

ok well most of the emissions are removed, i think this shutter valve bullshit maybe one possibility, hell it acts like its only running on one rotor anyways, more like one and the other just isnt getting enough fuel. could be stuck closed? can i just remove it all?
