My Wastegate Is Actin' A Fool

My HKS racegate acts right only in WOT - all other times it opens at the end of part-throttle and acts like a BOV and I feel like I'm losing a lot of power. I'm connected right - but not acting right. Dip switches on the ProFecB supposedly correct. Wastegate possibly "isolated?" Any ideas? Thanks.
