Will streetport or Bridgeport do me better for 350 to 400whp?

yes sir. start off with a 100hp shot and log everything. because to make 350 400 rwhp your going to need over 250hp of nitrous, and at that level of performance, your going to need to limit your errors/mistakes. once you get the tune-up down to a science, your going to be able to make over 400rwhp with nitrous oxide.

When I say tune-up down to a science, Im talking about your air fuel mixtures and your ignition timing maps.. a rotary engine doesn't like to be LEAN.. just calibrate your fuel jetting on the safe side, once you have a balance between nitrous and fuel jetting.. not to mention fuel pressure setting. at this point. you have a map and could continue to increase jetting size according to this safe map you created.

once you have achieved this goal. the skies are the limit for the amount of hp you could inject into a rotary.. so far recorded up to date, racers are shooting 450 hp of nitrous into 13B's .
