For that the rotors should be lightened, the bearings should be racing bearings, (more clearance) and the stationary gears should be hardened. Carbon or ceramic apex seals. Use 100 PSI for oil pressure.
In sprint racing they would turn these things 10,700 and for long distance, maybe 10,000 RPM. Good reliability.
Best power above 8,000 RPM.
Two pieces of 90 degree tubing bends and a store bought carb flange for a carb (48 IDA) or a bolt on throttle body.

Factory Pport rotor housings are over a grand each by now.
