No. the 13b was first available in the 1984 GSL-SE as an NA and continued to be offered as an NA until 1991. From 87 to 91 it was also offered as a single turbo, referred to as the T2.
From 1993on, the 13B-REW was only offered as a twin turbo, there was no NA from 93 on.

All models that offered 13b's were available either turbo'ed or normally aspirated except for the 3rd-Gen FD (93-02) models.
And some countries only offered 2nd-Gen (FC) Convertibles in one format or the other - U.S. and Australia only got N/A, Canada and u.K. only got Turbo IIRC..
And, as somebody already noted, the RX-8's don't have turbo option.
