Drug Enforcement Aministration. Hell, you cant even go into Walmart and buy cold medicine without an ID, or Diesel Fuel addivitive thanks to the meth-labs. Imaginnbe the suspician (NO one cares waht the chemical is used for) If you buy a vacuum Flask , hot burner and meth-chloride?
