valued my car at $18000 estimate says $7000 using a used front clip from a junkyard........ its probably gonna goto jay's friends body shop and i know its gonna cost more than $7k

way more than 7k. I had a door skin replaced (new from factory) at a cost of $3200

if at any point you have tried in good faith to sway their estimates, or judgement, to a more accurate point of view, and you're SURE you're in the right, you can always tell them that you 'think you should contact the state insurance commissioners office' That usually works.
