Reason being is the skill levels are determined by time in grade (RANK) and testing. It wouldn't work if a bunch of people were joining the service as Non-Comissioned Officers (NCO) and had no leadership experiences.
If he is PRIOR SERVICE, it is possible. Not, probable, but possible.
I'm an E-6. I came in with a bunch of E4's and trust me, they have to meet certain criteria before they are even recommended for promotion.

ok i talked to my broher and found ount what hes doin.. he is in the boot camp as an e3 and when he gets out he is an e6. he got into the ceremonial band and he is up there..

Even if you enter as an E-3... It still takes a few YEARS to get to E-6.

I am guessing because he has experiance as a musician. Like you said before that your rank is determind by your skill level. Maybe that is why he is going to be moved up in rank.
