Read just a little bit closer guys. Actually what it is saying (if you read the actual excerpt it of the bill) is that grants will be provided to state agencies to *offer* owners who wish to do this. There would be a minimum figure that would be given. Its more like a way to give people who own junk buckets that are polluting the air a way to get rid of their car and be able to make a down payment on a new one(possibly?) Don't worry the late model auto market could never let this become a mandatory thing.
