Well on a long term basis it does. If you let people fish all they catch and keep it they will inevitably destory the fishery. So, say in 5 years there's no fish, fishermen can't fish for money or for fun. If you limit or eliminate fishing on a given fishery or area, it can be opened up down the road and they can fish for money and fun.
I should also ad the tortugas are a beautiful area.

They try consistantly to restrict rec fishing while 99% of the fish taken from the local waters are for commercial purposes, meanwhile they do nothing to restrict them.
That is so damn typical and it shows that what the politicians are interested in is making a token gesture in the name of conservation, while doing absolutely nothing to fix the problem or restrain big business, while taking a slap at the recreational fisherman. Well washington state was even worse, they had 3 prongs to fisheries; Commercial, Recreational and Indians
The indians are allowed to ANYTHING in any quantity, then the commercial, then the rec. So i Could go out and fish but be banned from crabbing while the indians were sitting in the same waters raking them in, they've more or less destroyed a number of the pacific salmon runs and yet nothing is done, but cut back the rec, then the commercial.

Well growing up fishing for the offshore special as well as inshore I will saythat the bans do an amazing job for fish recovery.We 1st had the "Blackend Redfish" in which the US demand decimated the redfish population and then the Speckeld Trout had the same thing happen.Now its our snappers. A commercial fishing ban was placed on the redfish as well as a size and catch limit for re. fisherman. The redfish have come back in a crazy way!Incredible in 5 years.The trout too, now you can get 25 per person with a minimum 12inch.
The problem is deep water or federal waters where other countries come over and hit the brood stock. Many times its the cycle of demand that hurts us.If you dont ban over harvesting you will never have it because of a total wipout by commercial fisherman.They just want to keep fishing because its their living....
If they have to get another job they would rather fish till the government forces them to stop anyway.
