Need Help With An Idle Problem

Just about every time I start my car weather its cold or hot it"ll idle around 1,300 rpms, move + or - a few hundred and idle very very ruff. It stalles every now and then and will have a hard time restarting. If it was a normal motor I'd say the cam timing was off or one of the cylinders isn't firing but its not normal so I'm lost. The idle is so bad it'll rock the car back and forth. After a few mins it will smooth out and drop to 800 and drive fine like nothing happened. Is there a warm up cycle that could be flooding it or leaning it out to much? I would think if it was an ignition problem it would be more apparent with a load rather then at idle. Any ideas?
