Why Won't It Run?

I bought the car over the summer and put a rebuilt engine from ATK in it. THe car wants to fire but doesn't doesn't commit. I can put the Key in an try to start it goes through the motions but won't follow through with a turn over. Any body have a Clue? Its been burning me up for a few months now.

Is it turning over but wont start, is it getting fuel to the engine? Try pumping the gas a little.

If you've been trying to get it started for a while, do the unflooding procedure before you try anything else. Then verify compression, fuel, and spark. Make sure all essential wiring and plumbing is complete. Make sure you've got a fresh battery.

what i do know is that it is getting fuel pressure. we did the unflooding proceedure once, never did try to boost compression though. I was told that since it is a brand new engine the compression might not be there and I'd have to get the compression built up. Question becomes how does one do this. How do I get the compression to increase?
