I was just curious, if any one knows. Does the rpm measure revolutions of the e-shaft or the rotors?

i'm guessing i measures from the input shaft of the transmission, which should be the same rpm as the eccentric shaft, assuming no slipping from the clutch.

The CAS(crank angle sensor) measure the rpms from the E-shaft, which is on the front cover.

the rotors rotate lazily @ 1/3 the rate of the eccentric shaft.

the tachometer represents the eccentric shaft rpm, like 1revvin7 explained.
