weird fuel issue please point me in the right direction

well i checked a couple things today first i think my voltage is a hair low to the pump spikes between around 9-11v tomorrow im going to pull the fuel filter and replace and check a few other things
s5's have a resistor setup, and it idle and low load, it should have 9v at the pump
