Ok, I just put good fuel in the car and it's boosting better (about half way up now)... could it be that the previous owner (bought it yesterday) used **** fuel?

how do you fix the stuck-wastegate problem?
The problem I am talking about happens when the acctuator rod clip comes off the acctuator rod and wastegate rod coming out of the turbo. This is ussually caused by someone changing a turbo and not getting the clip back in place correctly, or the clip is lost and they don;t worry about it, over time the rod works its way off the wastegate. As soon as exhaust hits the wastegate flap it swings open. This causes an excessive rich condition because the car becomes a N/A with all the fuel for a boosted turbo. lots of black smoke and poor fuel economy, and with an aftermarket exhaust the exhaust will be louder than normal.

The Fix, reattach the rod to the wastegate and install the proper e-clip
