smoking problems ...... fuel or oil?

ok so i just bought my first FC knowing it had a smokeing problem. So i just started troubleshooting it today . I pulled out the front and rear sparkplugs to do a compression test and to see what kind of condition the plugs were in. both had some of the sickest carbon buildup i've ever seen , it looked like tumors were encrusting them ...... so after i cleaned everything up on them , i did a compression test coming up with about 113 on the front and about 109 on the rear . from what i've read they are ok numbers for a car with 120k on it. also the smoking starts at 3600 and up . any help will be greatly appreciated.

smoking 3600 and up is probably from worn oil control rings and is probably oil fouling the plugs

well i guess i get to look forward to a rebuild then . anyone know of a place to get seal kits cheaper than atkins?
