REX wont go over 2500k rpm

Im looking at buying this 1986 RX-7 it has 96000 miles on it. The guy says that the car runs and drives but the car wont go over 2500 rpms if you try to go over that it just drops down. Does anyone have any idea what could be the problem? I want to make sure what i would have to fix if i purchased the REX.

Alrite thanks in your opinion would you say that in general this problem is easy to fix or would you stay away from buying the car?

if the cat is plugged it might not let it rev past it but it defiantly wont let it go past 30 mph
