I'd be patient, and wait for a turbo. Beating up on civics is only fun for so long. I have a convertible that I dumped a good $3k+ into, and it was still a slow car. Then when I got my AE I pulled most of the stuff off the vert, and sold the exhaust, because it was pointless to be loud and slow. THe stock AE was WAY faster than my modded NA.

Oh, and I only paid $2150 for the AE and $5500 for the vert.

It still depends on what you want to do though. I wouldn't discourage someone from modding an NA if their goal is not straight line speed like drag racing. I have done the basic engine mods on my 88 and that's it for that. I'm concentrating more on the suspension, brakes, and weight reduction for autocross. The NA's can be competitive in autocross..... they are not completely useless for racing.
