Need Turbo Help

ok here's the deal..... Changed all the exhaust gaskets... and when we put it back together the turbo only boosts to about 1/3 to 1/2 up the stock gauge and there is no reel turbo kick. 
. ideas?????? the turbo was in great shape no shaft play and spins freely... HELP HELP want my baby back......
