Need Help...

Hello everyone,
I recently completed putting my 86 N/A back together from the damage dealt to it by an engine fire . Now when I try to fire it up again, the engine rotates, but will not start. The engine is receiving air, spark, compression (approx. 7.0 on all faces), but I can't seem to get fuel into the combustion chambers. I pulled the pressure regulator off of the secondary fuel rail, and pressurized the system, but still no fuel went through. Could air in the system be the culprit? Or is the regulator not opening because of a lack of vacuum? Any help would be greatly appreciated.
