keep in mind he's turbo so he will have to port waste gate and possibly upgrade turbo depending on the porting, it might be a good idea to just do a small cleanup on the ports unless he can afford to take it further.

Definately port it once you have it open. Porting is probably the most worthwhile mod of them all, if the engine has to come apart anyhow. You can send off the plates to someone and have it done for a few hundred bucks or do it yourself like I did. If you do it yourself, I would suggest buying an old center or pair of side housings to do a couple practice ports on before doing the final ones. It seems pretty normal to go through a scratching phase when learning to port, when your die grinder or dremel jumps out of the port and takes a walk on the polished sealing surface of the plate. After I had done a couple ports, I pretty much had the grinder under control and did some acceptable work.
