headlight problem

Well this one has me stumped.



When I roll the dial forward to turn the parking and headlights on, the dash lights will not come on, but the parking lights do, but the headlights will not pop up or turn on. The secondary dial to make the lights pop up works and they do come up, and when I hit the switch to make the brights come on they do. All the fuses are good, (retractor, headlight, illumi, etc) relays are good with continuity, switches are good and have continuity. What the **** is going on here?

Ive read that brighter headlights **** up the switch and harness.



I have some H4 housings and bulbs that im gonna use but im thinking of running a separate relay.
