yes, in neutral when you turn the driveshaft it can turn the input shaft if theres no resistance, but you should be able to hold it still with your hand.
I think there are internal problems with your gearbox, I wouldnt suspect the clutch or anything external just yet. A shift fork problem could certainly cause it to always be in gear... which is what appears to be happing based on your description.

Well the input shaft still spins with pressure applied, while spinning the driveshaft, with the shifter in nuetral. So the tranny must be shot.

Was the trans placed with on the ground with the bell housing down. Was it bumped/thumped hard? The forks will go forward jamming it self in to multi gear ingagement. Take the trans and bump it on the drive shaft side vertically (place a block of wood on the ground) and then try shifting and turning your shafts. BTDT.
