I checked my 6 ports last night with my dad revving the car at 5000rpm.....the actuators didnt move but the arms were fully out (extended)...does this mean they stuck open ? which would be great......or does it mean they're stuck closed??

They only open under load. You have to drive it for them to open.

You could try that trick of putting some grease or something on the arms. Then driving it around the block and checking to see if the arms moved.

they're always open.....even at idle and they're not stuck

Pull the hose going to them and see if they close.

well, looks like there's a difference between S4 and S5 actuators....the S4 when closed, are extended (the actuators arm) and retract when opening....the S5 is the complete opposite...to basically my actuators are stuck closed but for some reasons dont seem to open even though I can move easily by hand....anyone has an idea of the problem? vacuum leak?

Pull them off, clean them, and lube them up. Then check them with compressed air; I think around 2.9 psi they should open. If they are working ok, then check the sleaves to make sue they are not jammed up.
