At what throttle position does this happen. I had something similar happen and it turned out that the fuel filter was clogged allowing only so much fuel to get through. Same thing happened when I had a weak fuel pump.

First check the screen inside the fuel inlet on the holley and work your way back.

Hope this helps.

sunday I started trouble shooting. first I disconected the fuel inlet hose from the carb and put the open end in a cup. The amount of fuel tha came out was sad, I can **** harder. Then I figured It had to be one of three things; pump, filter, or a nasty clog in the lines. First off my car is slamed so getting a jack under it is a pain in ***. The fuel filter was dirtier than,,,,, I don't know dirty as ****. . That was kinda hard for me to grasp because its only has ben in the car for 11k. Then I noticed that the inlet hose to the pump was almost pinched. when I installed the pump I needed a 90 degree elbow fitting to screw into the pump but auto zone didn't cary the size I needed. and was in a hurry to get it on the road after it sat for like 6 months. Well auto **** zone still didn't have the damb fitting so I figured I would use efi hose cause its stiffer it worked. finally I tried my flow test filled up a 1\4 of a water bottel damb quick. Ahhh test drive time hehehe. Laid a couple of fatties in front of my house, pissed of my neighbors gotta love that. After that I got on old eye 4 and gave her hell, no sputtering. Oh by the way I don't know if any of u have that stupid white frisby air cleaner form R.B. that thing is a **** hair too tall and rattles on te botom side of my hood. I got some little rinki dink "high performance" air cleaner from the parts store. I must say that my car never ran so good verry pleased.
