but the thing is that it running so rich its blowing a smoke out of the exhaust like a white smoke and i have to pass smog living in cali unless somebody knows that one person who can hook it up with smog papers.

Chances are, if it blew out the gasket between the Cats, then it might have a plugged cat behind that
gasket. If it is still stock cats, pull the rear one out and look through it. You should see diffused daylight
through the element. If it's all blackened and you can't see through it, replace it. That would cure some
of your emissions problems.
How long have you owned it and what area do you live in?
There are assistance programs out there for people renewing their tags, but there is no cost limit
for "Change of ownership".

When renewing, you need to smog it every two years (unless it's a gross polluter then it gets
tested for two consecutive years in a row). When selling, it is the sellers responsibility to
smog the car (and perform any repairs needed) for the buyer.
