Arnetts7 - Delay In Shipping?

I am relatively new to the forum so I don't know if this is standard operating procedure. It has been 11 days since I Paypal'd him in response to his post in the "Part for sale" forum. He claims to be selling a VIS Carbon Fiber KS replica vented hood.
It has also been since his last reply?
What's up? Should I be concerned? I will be willing to post a full retraction if he gets back to me ASAP.

Yes I have pm'ed him, at least 4 times. You would think if you have someone's money and have not delivered the promised product, that you would try to contact the buyer? Maybe that's just me though.
Anyway, I am posting the details of the transaction so that others may learn from my mistake. After this, I'll let the Illinois State (and because it’s a case that deals with more than $500.00, the Federal authorities,) deal with it.
Apr 30 – Initial post by Arnetts7 on Nopistons.com offering to sell the VIS CF hood. Claims that he is swapping in a Supra engine, so the VIS hood probably won’t fit. Arnetts7 even references a web site where any prospective buyer can view the hood. Refers to himself as “James”. Website is presently down.
Apr 30 – I reply to post, questioned the quality of the hood and fitment etc.
May 4 – I offer to buy the hood, offer a firm price.
May 4 – Arnett7 accepts my offer, I am given a Paypal address to send the money to.
May 6 – I send money to Paypal. I pm Arnetts7 advising him that I have done so, and advising him of the address to the shop to send the hood to.
May 9 – Arnetts7 finally replies. Confirms that he has received money and promises to send hood out on May 11.
May 12 – Sent inquiry to Arnetts7. No reply. Rkg8188 is slightly concerned.
May 15 – Sent inquiry to Arnetts7. No reply. Rkg8188 is very concerned. GF goes to town on me with the “I told you so” nagging. To appease GF, I take her out to dinner.
May 16 – In slightly subdued glee of anticipation of receiving my VIS cf hood, I once again visit the website referenced in the initial offer post by Arnetts7. Website is down! Rkg8188 is highly concerned and confused. GF walks out calling Rkg8188 a “punk”, taking the 1989 Honda Accord beater with her. Since FD is presently in the shop, I WALK 1 hr and back to the supermarket to buy a case of Presidente beer “con Clamato”. Drink beer. Pass out. When I awake, still no reply.
May 19 – I send a plaintive email to Arnetts7. No reply. Leave voicemail for GF. No reply either. Damn! I have to walk to the supermarket again.
Now what?

whats the name of the website? paypal addy? have u tried to get your money back from paypal? did u not get any of his contact information prior to buying it? what state did he say he is from. im just trying to help. oh and sorry about the gf. got any pics of her?

Thanks for trying to help. Yeah I looked at the website before as well. Where there were pictures of the "project" FD with the hood, now there are no pictures. And it was in fact stupid of me to not get any other contact info from him. I just thought that with over 60 posts here on nopistons.com, and no negative feedback, he might be a trusted vendor. Yeah, right.
I forwarded the Paypal addy to the Federal authorities today. The addy is registered to a woman who, at one time, attended some fancy Math institute in Aurora, Illinois. Don't know if she is still there, or was part of the whole scheme. She must have, at the very least, received an email from Paypal telling her that the money is in some account that she may or may not own. A woman of the same name, also from Illinois, is attending med school in another state. Oh well. Out of my hands now.
The good news is that the cc company did say that they would look into the issue, and they would TEMPORARILY, issue me a credit for the full amount.
The bad news is that I still don't have a VIS KS replica cf hood. I should have paid the extra money and gotten the one from Rotary Extreme. They seem reputable and know how to do business.
Oh the GF. Don't have any pictures of her in anything like your avatar. She's a hot piece of *** though. (sighing).
