From the Garden State Parkway, take the nearest exit (117, 109 or 105) for Route 36 to the entrance to Sandy Hook Park.

I'm not sure about cash, I tried caling but that was useless, so I'm not sure if the enterance fee is still in effect. As far as food you can bring your own and BBQ or thie is a bar/food place there too
