T2 Car Smoking Problem

I have a T2 with a rebuilt engine that is smoking and buring oil. Some oil even comes out of my exhast pipe.
These happens all at ideal
1.it only smokes after it been running after a minute.
2.it will die down then come back while.
HERE IS a picture of the exhaust port.
is the engine buring the oil or is the turbo buring it?
any thoughts?
