i still have the engine in my car but nothing is on it, no manifolds no acc. nothing. but i can turn the main pulley, its a little tough to spin it but it spins by hand, i know if you can do this on a piston engine it doesn't have much compression and needs a rebuild...is the same for rotaries too?

if u feel no resistance at all, then thats bad. the resistance should be at intervals, when the air is being compressed and u should hear a somewhat loud swoosh, phhsh, somewhat like when u disconnect an air powered tool from the line.lol there should be 6 of those right after a lil resistance.

basically, resistance, sound, easy, resistance, sound(not in that order specifically)...

the rotary has no valve springs, so its easy to spin.

I concur with everyone else. It is supposed to be able to spin.
