does the boost control solnoid always click rapidly when the key is in the on position?

because i remember mine used click but it hasnt recently

it should only click when its in use and when that happens you can't really hear it.......

so i guess i had a malfunction before when i could hear it clicking, .... hmm i think i had the boost controller set at 0... maybe it was trying to work with the 0 boost i was getting when the car is not running
