i know i have to remove everything which is no big deal.....keep in mind low budget. i am not looking for mona lisa in the engine just better than the rust and three different shades of white i have now

if u plan on doing it yourself just clean it real well with a degreaser and lightly sand the whole area...a high quality spray paint shall suit u just fine since i'm sure u aren't looking for a show car look...

you cheap bastid
scrub it with some scothbrite and some comet and water, this will etch the surface as well as clean off any grease.
Then go wild with some spray cans, use some primer if there are bare spots. Obviously mask the area around it and do it in a well ventilated area.
