Dave, tell me exactly how you have all the wires hooked up, pictures are good too I'll get you through this one. It sounds like a wire problem to me. as far as the relay/battery in back ****. that is BS.

OK I gave this some thought.. I don't know if you converted to a dual light kit, or are just saying **** it to the highbeams, but it really won't matter.
the ballast box should have 2 plugs, 1 for the HID bulb, and 1 for the power into the ballast with 2 wires, positive and negative.
the positive wire goes to the wire on the headlight plug that has 12v positive when the headlights are turned on(lowbeam). The negative wire can either go to the negative on the headlight plug, or even better ground it to the body.
Thats all there is to it. the only thing my instructions said was to change the stock headlamp fuse to 20a if it is a lower amperage becouse even though HID uses less power, the initial turn on surge can be high.
If all that is correct and they still don't work, then yeah just touch the wires directly to the battery terminals. If they don't come on, you got screwed.
