Painting your hub caps like a neon green or blue is a cheap way to make your car hot. Putting in some window sprayer lights or those lights that go on the wheels that light up while you're driving. But seriously, it's either going to cost you a lot of money or time, usually both. You can polish your intake manifold, alternator, and other parts. It is a PITA to do though. If your FTPs are dirty and uncleanable, and I'm assuming you have a second gen, then you can take them out or paint them like a black or something to make it look a little better. I don't know though. A tight budget is not a car's best friend.

One of the best tricks I've ever seen is to powerwash the engine bay (be sure to cover those air filters and electronics goodies), then spray the sucker down with silicone. I'm not sure what exactly to use, because my detailer did it, but it looks brand freakin' new when you're done.

a good outside detailing is always a good start! One of the best ways to clean an engine bay is to use HOT water with a splash of Dawn dish soap in there. Doesnt make it smell like kerosene! Then once its rinsed and dry, spray some TireWet stuff in there and wipe it down with a cloth. Caliper paint usually goes for anywhere from $20-40, depending on how good it is, and expect to spend most of the day painting them. Good luck man!
