license plate, a healthy license plate frame would help, but the
holes say that either the japs have a different plate, or there
is a bracket that mounts there depending on what part
of the world it ended up in.

Does the plate cover the existing holes? You could drill the plate..
I would say a bracket is required. I've had cars in the past with a wide distance between the bumper holes. My S13, for example, was two or three inches wider on the bumper than the holes on the plate. I had to goto Checker and get a solid plate mount (the flat ones, with all the holes in the back). It came as a kit with a black metal frame and clear cover. The mount backing plate was bolted to the bumper holes, and the license plate was mounted to that. It seemed like the mounting kit was designed for this situation, because it came predrilled with several sets of holes at varying widths.

I fixed it, used a piece of a plastic battery box which also happened
to be red as a bracket. Drilled it and inserted license plate holders
to the bumper, put the bracket on, then drilled the bracket and inserted
license plate holders in the bracket itself, nothing is visable
with the plate on.
Where the holes are on the 99 bumper it puts the license plate
like a inch+ away from the top, it looks retarded, not
too mention the holes arent the right width anyhow.
I put the plate where it looks good. Now its not rigged and
it looks stock, used all stainless hardware so it wont get
rusty and fugly.
You cant use washers unless you use HUGE washers as there
is no bumper material where a license plate
would go. Plus you would have to bolt the plate
up the bumper before mounting it to the car., once the bumper
is on the car there is ZERO access behind it, the reinforcement
is in the way

robs the man, he didnt have to do all this but he wanted the car to look good. and knowing me if he didnt do it id prolly have drilled into the bumper or just not put the plate on at all... im lazy
