Think of it however you want to, but as far as physics goes, it's the opposite. Current is a measure of how many electrons per square centimeter flow, and voltage is the potential given to them to flow across that interface. A hi-amp lo-voltage circuit is like being hit by a slow tumbling .45 bullet, it'll rip your arm off. A lo-amp hi-voltage circuit is like being hit by a .22 rifle slug, fast and clean with no impact damage.

 

The .45 bullet will also penetrate the skull of a cow where as the .22 bullet will only fracture it (or just **** is off)...I was reverring to power in general terms relating to the particular matter we are discussing...The welder requires constant VOLTAGE at whatever Amperage it is set at...if the source voltage drops under a load it is due to an insufficent power supply.
