there were 3 small blisters which all tapped solid, surveyor said its near impossible to find a boat in florida without them that's been sitting in the water for any amount of time, but since they tapped solid he would not have them fixed.

A moderate number of blisters visible, which are “hard”, that is to say not appearing to extend into the laminate deeply. Can be ground out of desired, but probably an expense that is unnecessary at this time.
