The laws of physics make that impossible. It's got to be a hoax.
Two words... Terminal Velocity.
Terminal velocity on that "GPS bullet," would be reached very fast. Being so small and weighing so little, means it would have very minimal momentum. Without momentum, air resistance will play a major factor of it's flight velocity and decelleration. Not only that, but the bullet itself would have to have to be travelling at a speed much greater than that of a normal bullet because it doesn't weigh as much. If it was fired from your average rifle, it would probably hit your skin and bounce off.
