Go on tirerack.com and get the correct size upgrade for your car. putting the wrong plus-size wheel/tire package on your car can modify your gearing excessively, as well as adversely affect your handling and braking. when upgrading a 195/70/14 package, most likely you would use a 215/40/17 or a 205/45/17. 205/45/17 would probably be the best, since Focuses don't have a lot of room in the wheelwell, and going wider would possibly rub.

When looking at tire sizes, the width (in your case, 195) is the overall width (at the widest point) of the tire, NOT the width of the rim on which it sits. Your rim is most likely a 14x6. the sidewall (70 for you) is measured as an aspect of the height. 70-series tires, for example, are 70% as tall as they are wide. Diameter (14), obviously, is the rim diameter.

A 205/45/17 tire will fit on a 17x7" rim. You shouldn't go any wider, again, because of rubbing issues.

Hope this helps.

Some of the wheel manufacturers list weights on their own sites....that's how I found out the ones I was looking at (5Zigen). Wheelspecs.com didn't help me either....

As far as I can see, the lightest off the shelf wheels are O.Z. Superleggeras. IIRC the 15" weigh just under 5kg , 16" weigh 6kg, 17" weigh 7kg (easy to remember) The only wheels that come even close to that are minilites (if you have them over there), but I doubt you will come close to that with another wheel.
