My Integra was doing that type of thing (fuel pump wouldn't always run when ignition on) and its ecu was under the passenger seat. Water was getting into the car and soaking the floor, and last winter it was idling all high during the wet season and then it went away. My CEL would not always work either. Honda CEL's come on for about five seconds before start-up. Point being, the ECU was probably reacting to moisture . . your Cherokee's ECU might be reacting to something in a similar way.
BTW I looked and looked for a relay or something to replace, which could have been causing the fuel pump to not always work when trying to start the car. I eventually gave up on that and traced the fuel pump electrical wires, and ran them directly off the ignition switch 'ignition' position. The wire to the pump was tiny, like 16 gauge while the main wires coming off the switch were about 10 ga. so I reasoned that it would not overload the switch. That little hack worked perfectly for the three weeks before that car got rear ended. It was so nice not being at the mercy of the messed up ECU / relay because I could always start the car every time.

You could always dump it and get a regular cherokee. I've herd nothing but problems for the grand but none on the regular. I was going to buy a regular cherokee but for the life of me I coulden't find a 2 door 5-speed so I bought a beater truck and kept my daily driver car.

Sometimes it seems like it could be voltage related too.. Like the ECU isn't getting a srtong signal.. Cause Like you said... The CEL should be on for a bit.. it will eventually go away but nonetheless..
I thought about running the pump by itself, but also ran into another problem LAST time this happened.. No spark either.

Maybe the engine harness is bad? Mercedes had problems with cheap harnessesin the early-mid 90's. The insulation deteriorates and **** starts shorting out intermittently. It can cause alot of wierd problems.
