I once got paid for a rim from a pothole, took almost a year but they paid me.
Turns out as long as someone has reported the pothole and you hit it they pay you.
I also got paid for a manhole cover, came up and hit the rockerpanel on my car.
I think they are figuring if you stick it out long enough through the difficult process they might as well pay you for it

i got laughed at and told the city could not be held responsible for someone removing the metal plate the city laid over the trench they dug in the street, and that if i was maintaining a proper lookout i wouldn't have hit it - even though it was dark, raining, and full of water flush to the street.

yeah if it is reported and they arent using their resources somewhere else. so pretty much if they are doing something somewhere else they can just say they were too busy to get to it yet...
